Okay Has anyone retro fitted this style of scope mount for a DW?

That might be nice if it was solid instead of a deep channel.

Is the deep channel to allow use of iron sights without removing the scope?

I went to a bookstore and asked the saleswoman "Were is the Self Help Section?" She said if she told me, it would defeat the purpose.

Yes that would be the idea...I found one locally for $10. and i have a machinist friend that could drill my shroud. Just wondering if any has done this?

I think if the screws are not flush mounted, they would obstruct the view of the front sight.  The piece looks too thin to flush mount the screws.  However I'm just guessing since I haven't measured the thickness.

That appears to be a ruger 10/22 see thru rail.  The screws will flush mount in it.   I use 10/22 rails on a lot of projects because there are a million of htem out there and they are cheap.
