This popped up for sale locally.
Barrel is marked as: "IHMSA/NRA 1999", & "TEXAS STATE G.G.C."
Can somebody tell me about it?

It was probably a prize at the IHMSA meet. It appears to be a Norwich First Edition 10VS. The doorknob tool is worth about $200. A zebra grip would look good.

BOUGHT IT!
Here's what I have learned about it's history: The Greenwood Gun Range gave this out as either a drawing prize or an award at their IHMSA/NRA 1999 event. (It could have been a TEXAS STATE CHAMPIONSHIP?) Original owner never fired it and traded it for a rifle. Second owner put five rounds through it and put it away until this past weekend when posting for sale on TGT.
Now the question is does all the "IHMSA/NRA 1999", & "TEXAS STATE G.G.C." etching appreciate or depreciate the value?
The reason I ask is if it's simply a value of any 744VS10, then I will shoot it. If it's an item worth saving, then I am thinking of installing the 10VS BA on my 7445 and shooting the 10" on that frame.
Anyone care to estimate a value for insurance purposes?

Well, what to answer first? The switch of barrels to a 445 will not work. The 445 has a longer extractor rod and the 44 shroud will not accommodate it without milling out the recess or using the 44 extractor rod in the 445.. The shroud is marked "First Edition" and numbered to the frame. There are no more to be had. It would be sacreligous to modify it. IMHO.
The slotted shroud is not common on a 44 mag. You have providence and it is a Norwich First Edition with box and tool and basically ANIB. There is a premium over a regular 44. The writing may impress some folk and turn others off. I say it would have a 25% premium over a conventional 44 in similar condition. My value estimate $2000 to 2400. I like the DW on the Ram's heads. 😆

Pretty cool looking revolver! Curiosity begs me to ask, is it a single action? If so, I'd agree w/ Ron on value. If not, I'd think it to be in the $1800 range based on the unique shroud and Norwich manufacture. Regards, Ron
