I picked up a model 15 today and it has German proofs. On the frame is the stag horn and a 78 with the Eagle over "N". On the cylinder face is the Eagle with N. Anyone ever seen this?

Yep. Not terribly common here though. I've run across 3 with German Proofs. There should also be a US importer's mark on the gun somewhere, unless it was brought back from overseas by an individual who filed ATF FM 6 or perhaps a Soldier.
Technically, the glass is always full; half liquid, half air....
