So is it ok to build a pac if you have all the pieces or improve one with better pieces than it came with? Since the frames are not marked in any way to signify if they would have come in a pac or not. I have a 15VH pac with scratches on the shrouds and frame but a real nice frame I could swap out, is that a good idea to increase the value of the pac?  I'm going to try to sell this pac and still on the fence about a complete reblue, swapping the frame would save me some $$ either way.

Pac building is  a great idea and a noble pursuit IMO.  I've built several myself.  Be sure to post some pics.

It sure is ok - all the pieces are interchangeable but just try to keep the roll markings the same!

I think it's fine to switch and put your best pieces together. It should increase the value of the pack, though the odd- out frame won't bring as much. There's always the need for a shooter that doesn't need a lot of pampering at the range. But as Harly said, any knowledgable buyer will notice era-mis-matched shrouds and start hitting the minus button. Matching up for correctness is part of the challenge, fun and satisfaction of packs. If you make it look like an original pack it's every bit as good as the "real" thing.
