If I understand this correctly, he is manufacturing a new receiver. I think the receiver on my 10-22 is the serialized component, so does this mean he is manufacturing a firearm?

I went to a bookstore and asked the saleswoman "Were is the Self Help Section?" She said if she told me, it would defeat the purpose.
