looking at my two DW 22cal cylinders, I notice one has a small pin the extractor sits on ….the other cylinder does not have the pin

IIRC, there were three designs to the DW Extractors over the years. The one with the locator pin on the cylinder as on the left, then the locator pin was moved to the back of the extractor and finally removed completely. I suspect cost in manufacturing probably had something to do with it but that's my hypothesis....
Technically, the glass is always full; half liquid, half air....
